Human Rights Office on Friday said that Russian forces committed widespread sexual violence against civilians and prisoners of war in Ukraine, while Ukrainian authorities were also responsible for a smaller number of violations, with the report documenting 1,004 verified cases of conflict-related sexual violence between Feb. 2022 and Jul. 2026, and of those cases, 89% were attributed to the Russian side.

The documented cases represent the first comprehensive UN assessment of sexual violence as a weapon of war in the Ukraine conflict. The significant disproportion in attributed incidents—with Russian forces accounting for nearly nine of every ten verified cases—points to systematic patterns of abuse rather than isolated incidents by rogue actors.

Russia was added in May to the UN Secretary-General's list of countries credibly suspected of committing sexual violence in conflict — codified into international law decades ago as war crimes and crimes against humanity.
